STATUTORY INSTRUMENTS 2012 No. 33.
The Uganda Citizenship and Immigration Control (Establishment of Immigration Custody Centers) Regulations, 2012.
(Under section 82 of the Uganda Citizenship and Immigration Control Act,
Cap.66)
In exercise of the powers conferred upon the Minister by section 82 of the Uganda Citizenship and Immigration Control Act and in consultation with the National Citizenship and Immigration Board, these Regulations are made this 2nd day of May, 2012.
- Title.
These Regulations may be cited as the Uganda Citizenship and Immigration Control (Establishment of Immigration Custody Centers) Regulations, 2012.
- Interpretation.
In these Regulations, unless otherwise requires—
“Act” means the Uganda Citizenship and Immigration Control Act, Cap. 66;
“custody” means lawful temporary confinement by the responsible authorities in an immigration custody centre, for the control, transfer and movement of persons that have been arrested under sections 52 and 63 of the Act;

“immigration custody centre” means a gazetted area for temporary lawful confinement for persons that have been arrested under article 23 (2) of the Constitution and sections 52 and 63 of the Act.
- Purpose.
The purpose of these Regulations is to implement the law, protect society from immigration offenders, to provide safe environment for immigration offenders in custody, and to provide accountability and case management.
- Establishment of immigration custody centers.
- There shall be an immigration custody centre at the headquarters of National Citizenship and Immigration Board
- There shall be an immigration custody centre at the entry and exit points set out in the Schedule.
- Record of persons in custody.
The Director shall cause to be kept a register of all detained persons at all times
- Recovery of expenses.
The National Citizenship and Immigration Board may recover any expenses incurred by the Government during the detention, maintenance, medical treatment and deportation of prohibited immigrants held at the immigration custody centre, from the prohibited immigrant.
